Emaar Properties is the master developer of Downtown Dubai (Emaar Community Management; emaar.com). Day-to-day community matters — permits, access, community rules — go through Emaar Community Management (ECM). That has three practical consequences for a furnishing project.

Three practical consequences

What ECM rules mean for your furnishing project

The move-in permit comes first

Before moving into the community, a Move-In Permit (MIP) is mandatory. It's requested online (Sakani portal) or through the Emaar One app, and ECM emails it within one business day — provided there are no outstanding service fees against the unit (ECM, Downtown Dubai FAQ). Settle your service charges before handover formalities to avoid delays.

Alterations need a NOC

Any alteration to your property requires permission: apply for a NOC through "Home Modifications" in the community portal (ECM). This is relevant if your project includes fixing wall panels or LED lighting. Full details: Emaar move-in permit explained.

Defects: the first year matters

Emaar's Defects Liability Period is one year from handover; within it, unit defects go to Emaar customer care (ECM, Downtown Dubai FAQ). Plan snagging repairs before installing new furniture.

Renting out

Renting out a Downtown apartment: rules to know

If you rent out your unit, the move-in/out policy applies to your tenants too: they need an MIP before moving in (ECM, "Renting out your property").
"For Rent" signage in visible areas of the property is not allowed under the community rules (ECM).
