DTCM holiday home requirements: what your Dubai apartment needs

DTCM holiday home requirements start with one rule: to rent out an apartment by the night in Dubai, the unit must be registered with the Department of Economy and Tourism (DET — formerly DTCM) and hold a Holiday Homes permit. On top of the permit, the unit has to be furnished and equipped to host guests. BuildSure furnishes your apartment for holiday home use and handles the DTCM holiday home permit for you.

DTCM or DET: which name is right?

Both are searched, and both refer to the same authority.

DTCM was the Department of Tourism and Commerce Marketing, established by Law No. 1 of 1997. The department now operates as Dubai's Department of Economy and Tourism (DET), which runs the Holiday Homes system (DET legislation library). You'll still see "DTCM permit" and "DTCM licence" everywhere — they mean the DET Holiday Homes permit.

The permit

Holiday home permit in Dubai: who applies and how

From DET's official service pages: to operate holiday homes, individuals or professional operators must register their apartment or villa with DET on the Holiday Homes system. Registration steps:

  1. Register an account

  2. Complete the online application form

  3. Upload the required documents

  4. Submit the application

  5. Make the payment

A residential unit then receives a new Holiday Homes permit to operate as a holiday home.

With BuildSure

How much is a holiday home permit in Dubai? Fees are set by Executive Council Resolution No. 49 of 2014 and its updates. We were not able to consult the current fee schedule on an official page.

Furnishing

Furnishing requirements: what a holiday home needs

A holiday home is a furnished home that guests live in from day one. Whatever the classification, a unit ready for guests needs complete furniture, bedding and linen, a usable kitchen, and the safety equipment required by the authorities.

The exact official list is set by DET. We check these points with you at the time of the project.
